An Overview
of
National Competitiveness |
The primary foundation that formulates “Competitiveness Indicator” is
the structural feature of a nation. The data base should be able to be
evaluated, disclosed, and surveyed. The process consists of three
phases. The first phase is to determine which variables are collected
to construct “Competitiveness Indicator”. The second phase is the
process of evaluating those variables with the information
inconsistency and irrelevant data taken into consideration.
Third is
how to induce these different data to one single indicator.
This session will state, from the
very beginning, how the “Competitiveness
Indicator” chosen functions. |

Digital Comprehension industry is an
obvious indicator in terms of developing the knowledge-based economy
as well as digital-based economy. Not only its capability of equipping
the traditional industries with knowledge contents then turns it into
high value-added industries, but it’s also the foundation of uplifting
the competitiveness. In order to assist the Digital Comprehension
industry taking the lead in the Chinese-speaking market smoothly so as
to accomplish impressive development of the knowledge-based economy,
our central Government has already schemed the digital comprehension
industry as one of the most important plans in the “Projects of The
New Century Two-Hundred-Billion Budget for Twin-Star Industrial
Development”, in addition, as an aid to these Giant Projects, the
Executive Yuan has recently also approved the “The Promotional Plan to
Secure the Development of Digital Comprehension Industry”.
We hope
that we are able to understand more about the positive influences in
our country by this Project through the forum since the Project cover
such ample scales being launched by the government. |

When
examining national competitiveness, Government Policy and Industrial
development are two important factors among all and correlate each
other. As Industry could make changes successfully according to the
changing of the world, it would certainly advance the prosperity of
economy and national competitiveness. However, it could not be done
without the output and enforcement of government policies. From what
we have learned in history, whether it’s in welfare countries or
developing ones, government policies have profound influences on
industrial development. It’s also revealing that lots of interactions
between the competitiveness of government and industry do exist in
East Asian countries. The roles that the government plays in economy,
including the financial expenditure, the tax policy, outlay of loan,
and the quality and efficiency of service, are all relate to national
competitiveness. Especially, the entity and the connotation of
government policies will influence the rise or fall of the national
competitiveness. Therefore, this session will make the influence clear
that the government policies have to industrial development in East
Asian countries. |
